Felon accused of opening fire in a San Francisco homeless hostel was just released after a 2023 shooting conviction
A violent felon recently released from a two-year sentence for shooting a rival in San Francisco in September 2023, will appear at the city’s Hall of Justice tomorrow accused of firing a fusillade of bullets inside his single room occupancy hotel in Lower Nob Hill.
Prosecutors say Clifford Winn, 47, fired into the walls, ceiling and front door of his unit in the Granada Hotel on the evening of April 22.
He had earlier been seen stalking the corridors holding a pistol.
When cops arrived they found Winn in a seventh floor hallway with a gun in his hand and speaking incoherently. He “eventually” complied with commands to drop the weapon – a 9mm Keltec P-11.
“Officers arrested the defendant and located ammunition, loaded pistol magazines including a 17 round high-capacity magazine, methamphetamine and other suspected narcotics,” wrote assistant district attorney Rebecca Warren in a motion to detain. She said shell casings littered the floor.
Miraculously no one was injured in the incident.
The hotel offers ‘permanent supportive housing’ for homeless city residents. Winn’s relationship with the city is not substantial, however, and he racked up a record of arrests in Sacramento over 13 years before gracing San Francisco with his presence.
In September 2023 Winn was charged with multiple felonies after shooting a man in the arm a block north of the Hall of Justice. When he was arrested by SFPD he was found with a stolen 9mm Keltec P-11 – a firearm he clearly favors as this was the same type police say he used last month.


Judge Linda Colfax dismissed a charge of attempted murder at a preliminary hearing. Six other felony charges were dismissed in a plea deal in which Winn pleaded guilty to a single count of being a felon in possession of a firearm and was sentenced to two years in state prison.
The shooting, in the small hours of September 24 2023, happened during a fight that appeared to stem from a dispute over a fence falling near a car occupied by Winn.
Winn, who has pleaded not guilty to a battery of firearms and drugs offenses, will appear tomorrow in San Francisco Superior Court at which a date will be set for a preliminary hearing.
