Scissor-wielding freeway-roamer still in hospital after police shooting, court hears
Further details are emerging in the case of a man shot by police on San Francisco’s 101 freeway earlier this month.
A court heard this morning that Juan Antonio Serrato remains hospitalized after the incident on September 4 2025. The 40-year-old is charged with a battery of assault and weapons offenses.

Prosecutors say police dispatch received multiple calls reporting a man running on the 101 freeway near Cesar Chavez Street just after 11:00am. SFPD officers approached Serrato – one stood on the freeway while the other was on the shoulder – and asked him if he was alright and told him to come toward them for safety.
“Defendant approached the officer and skipped and hopped on one foot at a fast pace while [he] held a pair of scissors above his head,” wrote assistant district attorney Rebecca Warren in a motion to detain.
The officer, she says, backed up and yelled at each other to watch out as Serrato continued to approach. Thereafter, one of the officers shot Serrato in the chest.

This morning, at San Francisco’s Hall of Justice, after public defender Maxwell Eberitzsch informed the court of Serrato’s predicament – “the cops shot him” – Assigned Judge David Krashna ordered the case to be listed again tomorrow when further details may be available about when Serrato can appear.
The case continues.
Update: At a ‘virtual town hall’ on September 12, police released body worn camera footage of the shooting. Immediately prior to the incident Serrato was seen by a resident on the roof of her home on a nearby street.
SFPD Officer Michael Scott, from Ingleside station, discharged his weapon.
